People get banned not for windower, because all it does is window the game, but for using the FFXI App and plugins along side it. Which is funny since the excuse they gave was "just want to window the game". This is why they say its cheating, because the plugins and apps are in essence, cheats. The only thing that isn't a cheat would be the Tparty plugin, as it was data originally sent to the client SE had displayed but disabled it because it crowded the party window.
